When George W. Bush (or any of his various stand-ins, substitutes or toadying minions), says "I want to REFORM (insert Social Security, Health Care or any other social safety net program here) what he really means is. . .

"These programs are a drain on the ability of the federal government to pay the corporate welfare programs that create more profit and its unfair that we should have to pay for you slackers. Therefore we are gonna make you pull more of your weight by eliminatiing these programs altogether and if you happen to starve or die, well that's just tough, and by that I mean tough love which is what compassionate conservatism means."
